I loved working with David. He’s a consummate professional! Totally unflappable and delivery focussed, he builds strong teams and leads from the front. He is responsible for rolling out WiFi across the NHS! What a feat for the world’ largest and oldest public health system. I was always impressed by David’s resilience and positivity in the face of some significant obstacles, really inspiring. He’s a team player, a leader and a supportive and motivational line manager.       Prior to Apira I worked for NHS Digital and led the successful rollout of free WiFi across the NHS.The national NHS WiFi programme is a £multi-million programme of work within the NHS Digital Transformation portfolio established to meet a ministerial commitment to provide free WiFi to patients and staff across the NHS which will enable patients to access digital health and care services and help NHS teams to work more efficiently, and to deliver better and safer care and improved outcomes.Led on the design of the programme scope, strategy, delivery structures and plans, governance, business cases, programme finances, funding models, technical standards, market engagement and business change. Built and led the NHS Digital and NHS England teams (incl. 12 direct reports) working with local NHS organisations and suppliers to deliver each stage of the programme covering over 7,500 GP surgeries and 200 NHS Trusts. This included providing local organisations with funding, guidance and support through their procurement and subsequence deployments. Through this work well over 90% of GP surgeries and the majority of NHS Trusts in England are now already providing access to free NHS WiFi, with a reach of over 50 million patients.As part of my leadership development, through 2018 I also led the delivery of the Summary Care Record (SCR) Programme, a programme delivering electronic healthcare records for over 50million patients across England.       care.data was a programme of work on the Government Major Projects Portfolio (GMPP) commissioned by the National Information Board and established to increase the range of data collected across NHS-funded services for purposes beyond direct care, and to provide a national picture of how healthcare is delivered. Led on the end-end delivery of datasets under the programme, starting with delivery of the pathfinder stage of the GP-HES (Hospital Episode Statistics) linked dataset, in addition to a range of other datasets. Built and led a team of 30+ direct and indirect reports delivering datasets, and led on the design of the delivery structures, governance arrangements, and design of the national rollout. As a result of this work, a number of new datasets were delivered into the NHS which supported NHS organisations to plan and commission the delivery of healthcare services, and to enable clinicians and researchers to conduct research into new medications and treatments.       Joined NHS Connecting for Health (Department of Health Informatics Directorate - DHID) in January 2006. Worked across a number of directorates, programmes and projects including Technology Office, Service Implementation, PDS, N3 and NHS Number. Seconded to work as Project Manager on NHS Health Informatics Review in 2008. In December 2011 I was appointed Programme Manager for the South Acute Programme, a £200m+ programme of work supporting hospitals in the South of England to locally procure and deploy clinical systems across their hospitals. Established the delivery structures and governance and built and led a programme delivery team that worked with Governments departments, NHS England and suppliers to support NHS Trusts to develop and to secure HM Treasury approval of value for money business cases, and to plan, prepare and conduct their local procurements and subsequent implementations. 20 NHS Trusts participated in the programme via 5 collaborative procurements, with each completing procurement, and going on to implement systems which have brought improvements in clinical decision making, the quality and efficiency of healthcare delivery, and patient experience. Previously Informatics Lead for the DH QIPP National Urgent Care Clinical Dashboard project (March 2010-April 2012), leading the DH Informatics team supporting the project. By 31 March 2012 the project had supported the delivery of dashboards to 30 PCTs and pathfinder clinical commissioning groups (CCGs), covering over 1,000 GP practices and six million patients. Previously Implementation Manager and Programme Manager for the Pilot stage of the Clinical Dashboards Programme (a key recommendation of the NHS Next Stage Review led by Lord Darzi) working with local clinical, IM&T & Project Management teams within NHS Trusts across primary care, secondary care, mental health and ambulance.
