  David was the coordinator of the City of Lakewood team overseeing the construction of the West Corridor LRT project that opened in 2013, RTD’s first FasTrack construction effort. He is also the city’s primary staff contact with DRCOG, serving on the Transportation Advisory Committee, RTO committee as well as ad hoc workgroups. David is the principle contact for numerous CDOT projects including the US 6/Wadsworth widening and interchange reconstruction and the bridge reconstruction efforts at Garrison Street. David is currently working on tariff issues related to street lights and traffic signals with Xcel energy. Billing errors go back in some cases over twenty years. The Traffic Division is responsible for 200 traffic signals, 98 school flashers and numerous ITS devices from pan-tilt-zoom cameras and a fiber optic network to blank out message signs. Traffic also installs and maintains the city’s 35-40,000 traffic signs and oversees the 7500+ street lights.

  From 1985 – 1994 David held many position at RTD, the last two were Assistant General manager and Planning Director. David was the Project manger for the North I-25 Bus/HOV lane, RTD's first "New Starts" project and PM for the EIS for the SW LRT project. While at RTD he orchestrated the purchase of the Associated Rail Line where the west rail opened in 2013.   Held a series of progressively more responsible positions starting with Traffic Engineer and ending as Public Works Director. Notable accomplishments were getting the Boulder Creek trail upgraded to a full bicylce path and extended from Eben Fine Park to Foothills parkway. Working with CDOH (not yet the DOT) to complete Foothills Parkway. Setting a new standard for design excellence in bridges and retaining walls with the construction of the North Broadway retaining wall and the design of the 17th St bridge over Boulder Creek.
