The purpose of this project was to deliver targeted project-based efforts required to stabilize and optimize the MDHHS financial systems that integrated with SIGMA. The target end-state of this project will be that MDHHS Financial Operations Administration (FinOA) business processes and the related accounting, payment and vendor/customer/provider systems have been reviewed, simplified and aligned with SIGMA to minimize errors and increase efficiency. David was the Program Manager over the MDHHS SIGMA project. The purpose of the project was to replace the State of Michigan's enterprise wide financial system- Michigan Administrative Information Network Financial Administration and Control System (MAIN FACS), which is currently used for the State’s budget and accounting information. The project included the identification of existing MDHHS interfaces to MAIN and modification/replacement of these interfaces and associated systems to integrate with the new SIGMA system considering the opportunities to improve processes and data availability. This project implemented the latest manufacturing ordering systems for plants in Slovakia and Romania. Both projects were successful with no issues to date. The success of these projects has led to further RFQs from Delphi for work in this area. Most recent Delphi projects as a project manager includes the Pick Up Sheets (PUS) Enhancements, and Delphi Common Molding Systems Relabel Enhancement project.

Assumed the role of PowerBuilder SME for EDS North America to answer questions and provide support as needed. He completed PowerBuilder consulting engagements with the U.S Department of Agriculture, New York Transit Authority, and North Carolina Savings and Loan Company. Project leadership engagements ranged from the Global Logistics (GLS) project worth 5mil USD TCV to an engagement with GM World Wide Executive Compensation (WWEC) program. The GLS project involved configuring a Carrier Sourcing COTS Application into the GM World Wide Logistics environment. The WWEC interview process was lengthy and David was selected for the development and project leadership position. Technical leadership engagements ranged from GM World Wide Purchasing Supplier Survey to the National Automobile Dealers Association (NADA) Fixed Operations Analysis (FOA) Application. When GM World Wide Purchasing was turned down by the selected vendors for an upgrade in their Supplier Survey quote (EDS not involved in the RFQ process), David was contacted about the feasibility of doing an upgrade to a PowerBuilder system that was 4 versions behind. He led and managed the work to completion. David was the technical leader for the FOA application viewed each year at the NADA Convention. GM Dealers would sign up for assessment interviews of their Fixed Operation Financial status and how GM programs can help GM Dealers achieve financial goals.

He managed over 1,000 requests for vacation per year. The last three months of his active enlistment, he was asked if he wanted to join the corpsman on board the USS Sampson (DDG) and assist in stabilizing the ship's medical department. The ship would also be attending war game simulations with all ships on the eastern seaboard in Guantanamo Bay, Cuba. He accepted and will never forget the experience.
