David was the Program Manager over the MDHHS SIGMA project. The purpose of the project was to replace the State of Michigan's enterprise wide financial system- Michigan Administrative Information Network Financial Administration and Control System (MAIN FACS), which is currently used for the State’s budget and accounting information. He managed over 1,000 requests for vacation per year. The last three months of his active enlistment, he was asked if he wanted to join the corpsman on board the USS Sampson (DDG) and assist in stabilizing the ship's medical department. The ship would also be attending war game simulations with all ships on the eastern seaboard in Guantanamo Bay, Cuba. He accepted and will never forget the experience.
