Glenn Chouinard, P.E.

Dave was the project controls specialist for the North Airport Expressway and Airport Link integration project for which I served as design manager. With involvement of two agencies, several subprojects, and multiple contracts Dave's practical approach to cost tracking and financial management was exemplary. He overcame the lack of compatability in cost reporting systems, effectively reconciled issues and most importantly did it in a manner that established trust. He foresaw potential problems and used great judgement in resolving issues before they were major.
