As a consultant, I have provided strategic advice, human resource training and project management to First Nations, non-governmental organizations, labour unions, the Canadian Human Rights Commission, a national media company and other clients. My writing for the Canadian Centre for Policy Alternatives (CCPA) has included chapters in the Alternative Federal Budget and co-authorship of The Income Gap Between Aboriginal Peoples and the Rest of Canada. For the release of this latter paper, I conducted over 50 newspaper, radio and television interviews in both official languages. That led to a presentation to the World Bank on the topic and the paper has been downloaded over 170,000 times. I frequently publish opinion pieces in national media. Show less

With the AFN – the national political representative organization for 633 First Nation communities across Canada – I identified and recommended positions on national issues to its political leadership and led teams to implement their decisions. My responsibilities included leading public education and awareness campaigns such as the National Days of Action and an international symposium on the United Nations Declaration on the Rights of Indigenous Peoples. I led interventions on the federal budget in 2009 that culminated in a meeting with the Prime Minister and First Ministers from all the provinces and territories. This resulted in $1.4 Billion in investment in First Nations, the largest single year budgetary allotment for First Nations in history. Working with the Director of Communications, I prepared the AFN National Chief’s interactions with media, provided background and briefings and handled both electronic and print interviews directly when appropriate. I was responsible on an ongoing basis for research, writing and presentations on legislative, fiscal and strategic policy issues, including: submissions to Parliamentary committees; pre-budget submissions; position papers for meetings of the Council of the Federation; briefing notes for meetings with First Ministers and federal, provincial and territorial ministers; and papers and presentations for national policy conferences on First Nations issues. I wrote a major research paper on federal funding to First Nations that has served as the underpinning of the AFN’s strategic interventions on fiscal issues for the six years since. Under the direction of the Chief Executive Officer, I supported the management of the AFN, with staff of over 100 people and an annual budget of $25 million. I coordinated policies from across the organization, wrote funding proposals for contribution agreements, managed achievement of deliverables, provided liaison with donor agencies, and led private fundraising initiatives.
