The Queensland Parliamentary Service supports the Legislative Assembly of Queensland (Parliament) and its Members. The IT function supports 550 customers across ~100 locations and includes internal operations, Electorate Offices, Members of Parliament, and shared services customers (other agencies). The Head of IT role, also the designated Chief Information Security Officer, is responsible for all strategic and operational elements of the IT function. The business has goals of digitisation and optimisation, and I was employed to drive strategic change. Using enterprise architecture as a catalyst, I developed a new 3-year ICT strategy for the organisation that focused on a transition to cloud, improving information security, digitisation of information assets and processes, and improving the customer experience. To date and most significantly, I have implemented stronger governance over the ICT project portfolio, implemented a dozen information security improvements, delivered a platform for digitisation, and established (and obtained funding for) a project to transition Electorate Office and Member services to a cloud-based technology model.

IT specific challenges included:• Aggressive acquisition (42 in 7 years) drove a reactive, just in time culture• Unclear operating model with a resource base comprised predominantly of ‘Run’ resource with almost no ‘Build’ or ‘Plan’ capability• Unable to leverage scale due complex assets which drove unsustainable cost• IT lacked clarity of service, service level management and had immature or no processes• Demand was unmanaged and projects were consistently failing to meet expectations• Employee sentiment was that IT did not support them in their rolesThrough a strategic transformation programme I:• Reduced cost and risk and improved business efficiency, productivity and transparency by consolidating people, processes and technology across 10+ entities• Increased the level of service provided to the business and subsequently staff satisfaction by implementing ITSM best practices• Increased business agility and enabled innovation by building bi-modal development capabilities• Simplified investment decision-making through strategy and architecture
