As the Deputy Head of the Department provided strategic leadership and direction for the Department including review of policy briefs and successful presentation before the Departmental Committees of the National Assembly. 2. Successfully presented to the National Assembly's Departmental Committee on Finance, a policy brief on Capital Gains Tax (CGT) on securities and real estate. The brief led to the amendment of the Finance Bill 2014 subsequently enacted to Finance Act 2014 and consequentially amended the Eighth Schedule of the Income Tax Act thereby reintroducing the Capital Gains Tax in Kenya with effect from 1 January 2015. 3. As a Senior Analyst for the health sector, I successfully guided the Parliamentary Committees on Health on public policy, budgetary and economic matters on the Universal Health Coverage (UHC) and a shift of free maternal heath (Linda Mama Programme) from Counties to National Health Insurance Fund (NHIF) for effective and efficient service delivery; 4. As a Senior Analyst for the Public Investments Committee (PIC) of the National Assembly, I provided technical analysis and authored various reports including the Parliamentary special report on the inquiry into allegations of fraud and financial mismanagement at the Youth Enterprise Development Fund. The report led to a successful prosecution and conviction by the Courts. 5. Guided other staff in the development and evaluation of the Parliamentary Budget Office (PBO) annual work plan for financial years 2014/15- 2017/2018; and 6.
