As the Change Manager for the IHNC-02 Surge Barrier in New Orleans, I had the opportunity to work first hand with Mr. Payne while he was the Lead Program Cost Engineer for Task Force Hope. Mr. Payne’s technical expertise was requested to help re-establish the cost baseline for the IHNC-02 Surge Barrier, the largest Design-Build Civil Works project in US Army Corps history. Mr. Payne’s efforts established baselines that have held true with unprecedented accuracy. Mr. Payne has exceptional abilities to analyze complex details, quantify their impacts, and communicate his analysis to affect resolution.
