While at ECS, I worked extensively on international transfer pricing issues involving both tangible and intangible property, as well as cost sharing arrangements. I appeared as an expert witness on behalf of both taxpayers and the Government in Tax Court, and worked as an economic expert for both taxpayers and the IRS on Section 482 pricing issues, including the preparation of studies for Advance Pricing Agreements and 6662 documentation. The analyses that I prepared have been used to resolve Section 482 issues at the Examination and Appeals levels. I also appeared as an expert witness and was responsible for the preparation of expert testimony for administrative hearings before the U.S. International Trade Commission. My responsibilities in this area have included developing the required data, examining the impact of international trade on the economic performance of the industry in question, identifying the determinants of the industry’s international competitiveness, and assessing alternative ways in which the industry can successfully increase its international competitiveness. Some of the products that I examined in this regard include consumer electronics, steel, petrochemicals, minerals and other basic commodities, and durable consumer goods such as motorcycles.
