Ms. Huang has over 16 years of experience as a Senior Environmental Engineer and Program Manager. She has a wealth of experience in all facets of the environmental evaluation/remediation process including preliminary assessments, site/remedial investigations, feasibility studies, remedial action work planning, remedial design, remedial action and compliance program. Ms. Huang is responsible for technical support and quality control of BEM’s engineering and science staff and profit/loss for northeast regional compliance related projects, engineering design and remediation projects. Ms. Huang also serves as Program Manager on New Jersey Department of Transportation (NJDOT), New Jersey Turnpike Authority, and commercial clients, as a component of BEM’s Project Management Quality Control System™ (PMQCS). Her Indefinite Delivery/Indefinite Quantity (ID/IQ) Program Management experience includes over 7 years construction and/or environmental remediation/construction related program management contracts executing in excess of 40 geographically dispersed task orders (TOs) ranging up to $5M for various government agencies and private sector clients. In this capacity, she is responsible for ensuring appropriate staff are assigned to the project teams, conducting technical review of project approach and project deliverables, and ensuring compliance with BEM’s Quality Assurance/Quality Control program (PMQCS) in support of environmental investigation and remediation projects. In addition, Ms. Huang has also provided Senior Management and QC roles on Air Force Civil Engineer Center (AFCEC) TOs under the AFCEC A-E13ES and PACAF ESC contracts for compliance planning, engineering design, and hazardous waste sites under the Comprehensive Environmental Response Compensation and Liability Act and State-equivalent programs, including site investigation, remedial design, remedial action, and long-term operation and maintenance of remedial systems.
