Determined the requirements for an installation of clustered servers for use by the commission in serving information to the public and to internal clients. Automated the maintenance of installed SQL server instances so that issues that could hinder delivery of information in a 24/7 environment no longer existed. Facilitated the migration of applications from Oracle 8i to Oracle 10g. Generated new backup plans for all database instances to provide the ability to recover immediately from a disaster. Implemented log shipping protocol so that a geo-separated copy of production servers was available for use in the event of an emergency. Implemented transactional replication for content management system as required by the vendor. Aided in implementation of centralization of IT services as required by the state of Florida. Performed as a member of the data standards council in an effort to standardize the transmission and receipt of GIS related information. Installed drivers and performed system configuration to integrate Microsoft SQL Server 2000-2008, Oracle 8i, Oracle 9i, Oracle 10g and IBM DB2 together so that it was no longer necessary for multiple database connections to be created in an application. Was a primary participant in the installation of a new Microsoft SQL Server cluster on servers using the Windows 2004-2008 Server operating systems. Evaluated for purchase hundreds of database tools available on the market today for use within the agency. Wrote the first version of the Microsoft SQL Server Coding Standards to be used by agency personnel as well as contractors during software development efforts. Mentored software developers in the development of database code and design. Diagnosed networking issues as they arose in relation to database communication errors. Migrated application infrastructure to Microsoft Always-On Groups using SQL Server 2014.

Performed database administration tasks on both development and production servers. Performed programming duties for both desktop and web applications. Served as lead developer and architect for numerous applications. Served as a founding member of the IT/IS Standards committee. Provided formal instruction in programming to other programming staff members. Technologies used include ASP 2.0, Javascript, HTML, ASP.Net, C#, Microsoft SQL Server 2000, Microsoft IIS, MS Access, MS Visio, Islands Mass Management Tools – U.S. Army Corp of Engineers: Served as the lead developer for a group of tools designed to be used by public agencies to plan for emergency situations that could be encountered on islands found in the Pacific and Atlantic oceans. The system was designed as a desktop application and tabulated all shelter information and contrasted those capacities to the needs of the population. Technologies used include ESRI Map Objects, ESRI Map Object LT, MS Excel, Visual Basic 6.River Watershed Modeling System – San Antonio River Authority: Served as the system architect.. The system relies upon a server side process to handle the requests for geographical information and also handles the processing for proposed changes to the geographical region caused by construction projects. Users outside of the city agencies use a web portal to request and submit geographical information and changes. Technologies used include ESRI ArcSDE, ESRI ArcIMS, ASP.Net, C#, MS SQL Server 2000, Javascript, HTML.HEADSUP – Florida Department of Community Affairs: Served as the lead developer for phase one of this software system. The system used all roadway segments that serve as a part of the evacuation roadways for the state of Florida to calculate the shortest and quickest routes to be used for evacuation purposes in case of an emergency within the state.
