Additionally specialized electronic health systems or sub-systems such as Cardiology Radiology, Laboratory middle-ware systems, and specialized devices requiring bi-directional HL7 message exchange, - Manage and lead multiple project teams from the DHMSM PMO team, the Prime Vendor System Integrator, and the Site Military Health Facility (MTF) to successfully deploy and install MHS GENESIS at a site level through the planned “Wave Deployment” schedule for the DHA - Provide expertise, leadership, and versatility in supporting multiple management roles to the DHMSM PMO Systems Engineering team, System Acquisition and New Requirements team, and Sr Leadership within the DHMSM PMO to successfully develop, test, and deploy MHS GENESIS across all 650 locations.

  PROGRAM MANAGER - DEFENSE MESSAGE SYSTEM (DMS)Program Manager for Defense Message System (DMS) which was a systems integration contract for a secure and reliable standards-based electronic messaging system of record for organizational users in the DoD (1,000,000 users). The customer was DISA representing the Joint Staff, U.S. Services and Agencies. The contracting office was through Gunter Air Force Base. DMS was a 20 year, $1B multiple award contract.- Responsible for the performance of the program to both the Government Customer and to Lockheed Martin (LM) Senior Leadership and Stakeholders for meeting all program objectives for technical, schedule, quality, financial and deliverable performance. - Manage a diverse systems integration program under which we provided Systems Engineering, Software Development, Integration & Test (I&T), Information Assurance (I/A), Operational Engineering & Installation, Commercial Product Experts, a Technical Support Desk (TSD), and a Network Operations Center (NOC).- Primary interface and program partner to the customer DISA, The Joint Staff, U.S. Services and Agencies and Gunter AFB Contracts Office. - Provide program direction and team leadership to the Lockheed Martin team (65 people to include LM employees and sub-contractors), 4 Major Subcontract Product Suppliers, as well as all DMS commercial product vendors (over 150 commercial-off-the-shelf products).- Provide program direction, model excellence, commitment and accountability to the LM team to include Engineering, Program Management, Finance/Biz Ops, Pricing, Program Excellence/Quality Assurance, Contracts, Sub-Contract Management, Supply Chain, Configuration Management and Data Management. - Work with the 4 Major Subcontract Product Suppliers to develop and negotiate work scope and cost.- Proposals for all DMS Task Orders: Negotiate all task orders with DISA and Gunter Contracts Office.
