Charles worked closely with the Air New Zealand Cargo management team whilst he was the Assistant Director at MAF on a range of projects. He was a trusted advisor in terms of regulatory advice and support throughout that period. I have no hesitation in recommending Charles to any future employer.

Bruce Johnson

I worked with Charles in his capacity as Assistant Director at MAF. Charles is an astute professional with outstanding relationship management skills and good technical knowledge.

Operational and Strategic Management of Biosecurity Clearance for the clearance of all sea cargo, air cargo, international mail, express post and vessels (including crew and pasengers) arriving into New Zealand. With 162 staff including 130 inspectors, 20 support staff and 11 managers this group was responsible for the primary clearance, inspection and risk management of around 90% of all goods entering New Zealand. While in this role I restructured the operation to centralise activity based around a single hub, standardised conditions across sites and introduced increased rotation between activities. From a stakeholder perspective I set agreed service delivery performance standards in conjunction with the major industry associations. Internally I introduced ongoing monitoring of operational performance from a risk management perspective.
