      I began practicing administrative law for the Department of Mines' (DOM) in 1985. I maintained the docket system, drafted legal pleadings, and gradually represented ODM (administratively) in coal mining and reclamation violation cases. I coordinated the codification of the state mining rules and regulations and the formatting of coal mining and reclamation program amendments filed with the federal Office of Surface Mining. In 1990, I transferred home to the northeastern Oklahoma field office as the Legal Officer. In a 2003 consolidation, I was assigned the Proposed Assessment Officer duties, working less with the Legal Division. Currently, I assess the initial penalties for all coal mining violations, non-mining blasting violations, and mineral mining violations issued by the Department. I am the Liaison to the Secretary of State's Office of Administrative Rules (OAR) for the promulgation of rules and regulations within the Chapters of Title 460, of the Oklahoma Administrative Code. I coordinate the drafting and formatting of amendments to the regulations governing coal and mineral mining, non-mining blasting and flyash disposal. Within the coal mining and reclamation program's regulations, (Chapter 20), I coordinate the drafting, formatting and filing of program amendments with the Regulatory Amendment Specialist of the Office of Surface Mining. I preside as the Informal Conference Hearing Officer for the Coal Mining and Reclamation Inspection and Enforcement Division on issues such as permit applications, permit renewals, permit revisions, and on reclamation bond increases and releases. I am the assigned Grievance Officer for the Department's Field Office. Show less

      During the Clinton Presidency, the Head Start Education Program expanded the employment criteria for classroom aides to include obtaining Associate Degrees. I was employed by Bacone College's Adult Education Program to teach night classes in American History and American Federal Government, so the aides could obtain their degrees while still working. The classes were off campus, throughout NE Oklahoma. After President Clinton left office, the aides were allowed to test out of the requirement and the off campus classes were discontinued. I also taught Business Law and American Federal Government for the Business Degree Night Program on campus. Show less
