I had the pleasure of working with Carolyn as she developed a pilot program authorized by the 2014 Farm Bill. While I provided some guidance and institutional knowledge, she was able to take ten lines of legislation and turn it into a viable program through which schools have spent over $5M in the last two years. Her program development and analytical skills are fantastic. She is capable of seeing the big picture and translating that into tasks that can actually be completed. Carolyn takes feedback and does research in order to make informed decisions. She is flexible enough to change course when necessary, and resolute enough to stay the course when the circumstances demand it. Carolyn's ability to manage the Pilot Project for Unprocessed Fruits and Vegetables demonstrates her capacity to lead multi-agency teams, influence external stakeholders, train state agencies, and evaluate progress. She is a true "soup to nuts" project manager.

Carolyn was an integral member of our team, supporting curriculum development and program monitoring. Through this position, Ms. Smalkowski proved to be an energetic and innovative thinker with excellent research, lesson planning, curriculum development, writing, proofreading, and editing skills. Carolyn was able to work both collaboratively (with individuals in our team and in with our many field offices) as well as independently (which is critical as many of our core staff members travel often.) This work allowed us to increase our consistency across the region, and improved the overall quality of our materials. Carolyn demonstrated an interest in learning more about the importance of monitoring and evaluation, and has therefore expanded her responsibilities to include assisting in reporting efforts. Carolyn completed her work in an organized and efficient manner and exceeded our expectations in the attention to detail that she applies to her work. Her professional attitude allowed for us to entrust her with greater responsibilities and longer term projects, rather than simple administrative tasks of other interns. She was able to carefully balance the importance of her education with a desire to gain real life experience.

I worked in the Office of Strategic Information, Research, and Planning in the Director's Office where I facilitated the development of the agency’s FY22-26 Strategic Plan in coordination with senior leadership and stakeholders throughout the agency. I monitored agency progress towards meeting short and long-range program goals, advising staff across offices on performance planning and reporting, and performing data analysis to support evidence-based decision making. I was also part of a small, cross-office team that built and piloted a systematic agency strategic foresight capability, a priority included in the FY22-26 Strategic Plan, to collect and analyze information on global trends and host country priorities to support agency strategic planning and proactive, evidence-based decision-making. As part of the Peace Corps Response Program, I worked with the Panamanian Ministry of Agricultural Development (MIDA), National Office of Rural Development, to develop capacity around agribusiness and rural market development for smallholder family farmer associations. As part of an inter-institutional team comprised of MIDA offices and other Panamanian governmental agencies, international institutions such as the Food and Agriculture Organization of the United Nations, and civil society organizations like the National Committee for Dialogue on Family Agriculture in Panama, I co-facilitated the planning and launch of a local farmers’ market and co-developed training activities that helped farmer associations develop greater knowledge and skills around marketing and agribusiness. In March 2020, I was evacuated from this role as a result of the global COVID-19 pandemic. Show less

As part of the USDA Food, Nutrition, and Consumer Services' Leadership Institute Program, I completed a rotation/temporary detail assignment where I informed strategy development for the IAF's sustainable smallholder agriculture initiative in Latin America and the Caribbean, which represents almost half of the Foundation's active grant portfolio.
