Managed the construction, operations, maintenance, plant, emergency preparedness, and regulatory functions through five branches and five area offices. 1991 - 1993 Head, Engineering Division - Galveston, TX. Directed a major engineering and design program for Galveston District. 1987 - 1991 Head, Technical Engineering Division - Cincinnati, OH. Reviewed and approved major designs from five district offices. Proponent for design quality management, design automation, and commercial architect-engineer issues. 1982 - 1987 Head, Military Programs Division - Cincinnati, OH. Responsible for life cycle program management of all Army, Air Force, and other Department of Defense construction. 1981 - 1982 Deputy Chief, Construction Division - Riyadh, Saudi Arabia.
