Role involves oversight of day to day management of Port Marine Safety Code compliance and providing advice on all aspects of Jersey's compliance with the IMO III code with respect to Port State, Coastal State and Flag State compliance. as a member of combined Ports of Jersey and Jersey Government Territorial Seas Coordination Action Group and representing Jersey at the UK Red Ensign Group.Jersey's lead Maritime Accident Investigator and a government appointed Port State Control Inspector. General Pilot for St Helier and Gorey including acting as an examiner for PEC holders and Local Knowledge Endorsements. Responsible to the Harbour Master for the inspection of fishing vessels and the inspection of and recommendation of granting of permits to Small Commercial vessels and Beach launched vessels. Role involves: working with Marine Managers to develop and manage safety policies, practices and procedures to achieve management objectives in terms of policing, operational control and safety of the harbours and territorial waters of the Island. Assisting the Harbour Master to identify need for new guidelines, codes, directives and regulations (with particular regard to harbour operations, safety and security). Supporting and assisting the review of event planning from a Health & Safety as well as Operational Safety aspect. Coordinating the management of all incident and occurrence reporting, statistical analysis, and the evaluation of all incidents and occurrences. Providing operational safety guidance to other Marine Managers, external stakeholders, and contractors. Deputising for the Maritime Compliance Manager as required.
