Position Description: • Oversee and provide guidance and supervision to Regional Safety Managers (RSM’s) assigned to the program. • Develop and enforce policies, procedures, programs, and standards affecting construction safety of multiple construction projects. • Represent the District’s interests and responsibilities with Cal/OSHA, management councils, and safety organizations. • Accurately interpret and apply current laws, rules, and regulations to multiple campuses. • Oversee and audit construction safety at multiple college campuses. • Monitor adherence to safety portions of the General Conditions, which outlines in detail all Program safety requirements and provides detailed information regarding project site safety. • Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures. • Monitor adherence to all existing OSHA requirements that relate to the specific construction projects. • Report to the Deputy Director, including but not limited to, attending any required meetings or providing safety reports/analysis as requested. • Immediately notify the Deputy Director of any incident or recordable injury on projects. • Confirm that Contractor is reporting all recordable injuries and near-miss incidents within the required timelines and by filing the proper forms. • Review and provide comments to the project on site teams on the project-specific “Project Health, Safety & Environmental Plan (PHSEP)” as prepared by the Contractor. • Perform periodic construction site safety inspections. • Identify site safety hazards and provide immediate direction to contractor safety representative to eliminate or mitigate them. Responsible for the daily assignment of duties for on-site safety coordinators, provide subject matter expertise oversight of critical environment activities that include confines spaces, hazardous energies (lock-out/tag-out), fall protection situations beyond routine, emergency egress and access, rescue plans, and critical environment planning. Assess the progress of construction for needs in training and specific policies and procedures as related to means and methods that were beyond routine and provided those resources. Advised routinely the general contractor on-site Senior Director and Sr. Vice President in addition to sub-contractor principals and client executives on safety matters and advised on the needs for adjustments in policies or procedures in efforts to remain compliant with current or newly adopted rules and regulations. Provided daily tutelage to staff, safety professionals, and subcontractor safety professionals in matters related to their respective disciplines or assigned duties.
