During World War II, CAP assumed many missions including anti-submarine patrol and warfare, border patrols, and courier services. By the end of the war, 68 CAP members had lost their lives in the line of duty. With the passing of the National Security Act of 1947, and creation of the United States Air Force, the CAP became the auxiliary of the USAF in 1948, and its incorporating charter declared that it would never again be involved in direct combat activities, but would be of a benevolent nature. CAP is well known for its search and rescue (SAR) operations, SAR missions directed by the US Air Force Rescue Coordination Center, Tyndall Air Force Base. CAP is credited with saving an average of 100 lives per year. In an announcement on 28 August 2015 by Gen. Mark Welsh, Air Force Chief of Staff, the Civil Air Patrol is included in the U.S. Air Force's definition of the "total force". To accomplish this, the USAF updated Doctrine Volume 2, Leadership, to expand the descriptions of total force and "Airmen" to consist of active duty Air Force, Air National Guard, Air Force Reserve, Air Force Auxiliary, and Air Force Civilian Service members.
