In 2003, as combat operations began in Iraq, served at the Pentagon in the Crisis Action Team (CAT) of the Army Operations Center. The CAT’s purpose was to respond to urgent needs (e.g., personnel, materiel, policy guidance) of Army units in Iraq and vicinity. First returned to Active Duty after the terrorist attacks on September 11, 2001, with an assignment in Bosnia in the NATO-led Stabilization Force.       With focus on operational reforms and healthier public dialogue in neighborhoods, became Director of the Boston Planning and Development Agency (BPDA), formerly the Boston Redevelopment Authority, in January 2014. As chief executive of the BPDA, drove economic growth in Boston through community-focused urban planning, regulation of major real estate development, workforce training programs, and management of BPDA property. Led a workforce of 240 professionals and managed an operating budget for Fiscal Year 2022 of $75 million. An additional capital budget funds $10 million in BPDA projects. Among its assets, the BPDA owns and operates the Raymond L. Flynn Marine Park in South Boston, whose tenants employ more than 4,500 people, and much of the Charlestown Navy Yard. In total, the BPDA is responsible for 20 million square feet of property (buildings and land) that produces $42 million annually in operating revenue through leases and other transactions. Over the past 8 years, more than 90 million square feet of development has been approved by the BPDA. The City of Boston has experienced the most robust period of construction in its history, with more than 65 million square feet built during the same period. In the past 8 years, the BPDA’s planning capacity grew significantly, with necessary resources and personnel dedicated to complete the first general city plan since 1965, Imagine Boston 2030. Planning efforts are underway or completed in Roxbury, East Boston, Allston-Brighton, Jamaica Plain, Dorchester, South Boston, Mattapan, Newmarket, Downtown (Municipal Harbor Plan), and the Flynn Marine Park (Master Plan Update). To ensure that all Bostonians share the benefits of a strong economy, the Mayor’s Office of Workforce Development (OWD) functions within the BPDA with a budget of $15.6 million.
