As a distressed city, East St. Louis agreed to state control of its finances and emergency loans, to avoid bankruptcy. As Budget Director, I was responsible for delivering fiscal stability to the city, placing the City of East St. Louis on a path to assume control of its finances. On a day to day basis, I was responsible for the review, analysis, and approval of the city's financial transactions which included: fund accounting, budgets, budget amendments, payroll, job requisitions, purchase requisitions, contracts and agreements, and grant awards. Duties also included the oversight and monitoring of Tax Increment Financing (TIF), Community Development Block Grant (CDBG), and gaming (casino) funds. On December 20, 2013, the City of East St. Louis exited state financial control. On that same day, the Authority ceased operations. Major Accomplishments: • Arranged the Authority’s first direct negotiations with the IAFF, to prevent the City of East St. Louis’ layoff of firefighters. Drafted a retention plan and resolution, identified funding to retain the firefighters hired under a FEMA SAFER grant which expired. • Implemented a prompt payment initiative for the City of East St. Louis.
