      Provide economic and financial advice to senior managers and project development engineers. Manage the regulatory and financial pricing model. Write regulatory submissions to the Queensland Competition Authority.Modelling:o Collected all the budget data from all areas of Seqwater and manipulated the data in to the company model. Then I used a variety of evaluations and forecast methods to estimate the company’s costs and revenue for the next 40 years. The outputs of the model included full financial statements, economic value estimate and debt requirement.o Capital project option analysis – I assessed many small and large capital projects both regulated and unregulated for commerciality and highest returns. To assist the engineers to assess their own projects I created a net present value model that enabled an easy financial evaluation of large complex projects by non-financial engineers. Merger of the South East Queensland Bulk Water Companies – as part of the merger I assisted the CFO by evaluating a wide variety of possible scenarios. I conducted financial assessments on changes to costs, debt, assets and revenue. Over a period of a few weeks I assisted the CFO in developing a set of tables for presentation to the CEO and shareholding Government departments. As part of the merger process I conducted a valuation and impairment test of the merged company. I developed a demand, price and revenue forecasts spanning 40 years.

      The Young Economists are just that – a group of young economists working and studying in South East Queensland (SEQ). The Economic Society of Australia started the group in 2009 to provide professional development to economists in the first decade or so of professional life, and to provide these people with a strong network of contacts throughout SEQ. We see ourselves as filling a gap between university economics and the full professional Economics Society. We seek membership from senior economics students and new-to-the-profession economists.       Coal rail price modelling – I developed a new regulatory price for one of the coal systems in Queensland. I worked with a team member and an engineering consultant to value the asset and then developed a price separating the regulated coal trains and the subsidised unregulated grain, cattle and passenger trains. The regulatory building block model I created separated the assets and costs into regulated and unregulated price. Assess the impact of a change of QR Network’s electric train pricing structure – QR Network wanted to change the structure of its regulated price it could charge. I conducted an investigation and researched the potential tariffs. Then I modelled the financial impact on all the mining companies in the Central Queensland Coal Region. Then I wrote a long report to the QCA Board. The Board agreed with my findings and the tariff was not changed. Detailed financial and economic evaluation of QR Network’s capital expenditure – each year I conducted a detailed evaluation of all QR Network’s capital expenditure ($500 million to $800 million). My evaluation required me to assess QR Network’s supply and demand of rail infrastructure, purchase contracts, cost of construction and commercial decision. As part of the evaluation I hired an engineering consultant to assist. Once my evaluation was complete I would write a detailed report to the QCA Board recommending to approve or not to approve each project for inclusion to QR Network’s capital base. Changed QR Network’s policy for calculating Interest during construction – as part of my evaluation of QR Network’s capital program I found it was not calculating its interest during construction correctly. I developed paper explaining the problem and the suggested solution. QR Network admitted it was using a simplified calculation and agreed to use my suggested calculation from that year forward. The QCA Board approved the new calculation and it is in use today.
