Relationships with key strategic infrastructure service providers were poor and major outsourcing contracts were approaching end of term. In this environment the Group was embarking on a merger with St George Bank. Over a three year period reliability and stability was restored, technology leadership and management capability rebuilt, an IT strategy and investment roadmap that was integrated with the business strategy was developed, a $2 billion, 5 year investment program created and substantially delivered, relationships with key service providers steadily rebuilt with major outsourcing contracts re-negotiated, a best sourcing panel for applications maintenance and development was established and a move to outcomes based sourcing arrangements with the panel members commenced, and technology governance and risk management substantially strengthened.

Over five years, Bob repositioned the CIO role to be business focused, rebuilding IT management and delivery capabilities, which had been greatly depleted by the outsourcing, and restoring operational reliability, which had rapidly deteriorated following the outsourcing. A business aligned IT strategy and investment roadmap were developed, maintained and substantially delivered on, an enterprise-wide strategic IT best sourcing strategy was developed to inform the ultimate re-negotiation of major outsourcing contracts, relationships with the key outsource service providers re-structured and partially re-negotiated and technology governance, financial management and risk management improved.
