During his tenure, the Dallas College was known and organized as the Dallas County Community College District (DCCCD). Mr. Brown served as CFO Financial Officer and Administrative officer for DCCCD. He led the District’s participation in the debt market in order to support the expansion of its seven independently accredited colleges. He reestablished District’s AAA rating on tax supported debt, eventually earning a natural AAA rating from all three agencies. Also increased the bond rating on revenue debt.He worked directly with the Board of Trustees Committees on Audit, Budget, and Buildings and Grounds. Routinely developed materials which constituted the majority of action items for the monthly meeting of the Board of Trustees. Areas of responsibility included: finance and investments, internal financial controls, resource allocation, general accounting, grants accounting, financial aid accounting, auxiliary services, facilities management and construction, budgeting, information technology, purchasing and contract management, library services, risk management, training, internal audit, and payroll.
