I first met Bob Palmer 5-6 years ago at a regional supervisory training. Since then, I have gotten to know him as a mentor and most recently as a coworker in the Pacific West Regional Office. While Bob is a seasoned protection ranger who obviously cares about our natural and cultural resources, he focuses on supporting the NPS staff that carry out this mission. Bob asks questions, prompts deep-thinking and seamlessly weaves life lessons and career advance into each of our conversations. I always leave our chats feeling that I have been guided yet not told how to move forward. This skill lets Bob interact and connect with a broad range of people. His caring and soft-spoken leadership is a key piece of our current team and would be an asset to any organization he is a part of.

Bob's intelligence, diverse formal education, and in-depth knowledge and experience in a wide variety of federal / public lands operations and management was a tremendous asset to me while serving as Chief Ranger at Effigy Mounds National Monument, 2000 - 2010. His temperament is always calm and assuring, his tremendous knowledge and skills always supportive, as a team player, of his supervisors, peers, and subordinates. Bob's expertise in law enforcement, anthropology and American Indian (treaty) law presented the NPS with a valuable resource the agency utilized at the national level as a NAGPRA (Native American Graves Protection and Repatriation Act) investigator and training instructor. All the while, Bob continued to serve in various capacities at Effigy Mounds National Monument throughout my tenure there. A look at Bob's resume clearly shows his continued success and promotions into NPS upper management positions at Effigy Mounds and in other NPS assignment's. What his resume does not show is his spellbinding and inspirational ability to interpret the past to the public, and to train others in his areas of expertise in the same manner. Effigy Mounds National Monument is one of the most sacred spaces for Native Americans under the management of the NPS. Those at the very top of managing that NPS unit, before and during my tenure, almost destroyed that park physically and spiritually; they broke the sacred trust given to them by all the people of the United States, especially Native American's. Once again, what you do not see on his resume is that more than another individual, Bob's concerns, knowledge of NPS policy and federal law, and tremendous respect for Native American Culture literally saved that park and restored respect in a situation that otherwise was a national embarrassment for the NPS. By the way, Bob would never have used a run on sentence as I did to conclude this recommendation. In the good old days, Bob would have politely suggested I re-write that and, I am sure, some other parts of this as well.

      Involved in all aspects of both the management and planning for a 350-acre (140 Hectare) fourth-generation family farm. Since 2005, have worked with public and private partners in transitioning approximately 250 acres (100 hectares) of erodible and highly sensitive agricultural land into native prairie habitat, which provides soil conservation, wildlife habitat and environmental benefits to the local community. In 2019, established a multi-group partnership with both public and private entities to carry out ecosystem management for recovery efforts of the federally listed endangered species, the Rusty Patched Bumble Bee (Bombus affinis) and to grant public access to the conservation areas of the farm. These partnerships require habitat management and improvement to the woodland, savanna and prairie habitat, to which I am involved in all aspects of planning, managing and implementing. Target goals for the farm are demonstrating integrated, multi-purpose land use that increases habitat preservation for endangered species and pollinators, while showcasing possibilities for new income streams for rural families and communities through soil enhancement, carbon sequestration and environmentally sustainable (and carbon negative) energy production.
