Blu Taylor has 19 years of Information Technology (IT) consulting experience on large IT projects for the State of California. He has served as a consultant to various departments such as Department of Social Services, Health Care Services, Caltrans, and Department of General Services. His background includes project management, implementation management, business process analysis, change management, requirements analysis, policy and procedure development, training, and procurement. Throughout his career, Blu has exceled at a variety of roles and responsibilities, interacting with key decision-makers and stakeholders, assisting them in solving challenges and in making vital management decisions associated to their projects and organizations. His recent focus has been on assisting organizations successfully transition from their legacy system to a new one by leading implementation efforts. Currently, Blu is an Implementation Lead on the State of California, eWIC Project where he is part of a team delivering implementation services to the state and its WIC local agency partners who will convert from their current MIS to the WIC WISE system. Prior to the eWIC project, Blu was an Implementation Lead on the State of California, Child Welfare Services – California Automated Response and Engagement System (CWS-CARES) project where he is part of a team delivering implementation services to all 58 counties and to three CDSS departments. Blu Taylor also worked on the State of California, Electronic Benefits Transfer (EBT) project, assisting the state transition EBT services from the legacy vendor to the new one.
