      The Northern Borderlands Research College (COLEF) is one of the 27 members of the Public Research Center Network registered and funded by Mexico's central government: the National Council of Science and Technology (CONACyT, Mexico's HEFCE, now Research England, https://re.ukri.org ). Colef focuses its research efforts on the social processes of the United States-Mexican border from a regional, bilateral and global perspective. Its academic studies are also directed toward widening social knowledge and creating public policies at regional, national, and international levels. COLEF's mission highlights: * To study and divulge the significance of regional issues occurring in the US-Mexico border * To train students and staff to excel as professionals and researchers * To maintain close links with civil society and government to contribute to the development of the region and the country COLEF's four strategic objectives, stemming from its mission aim: * To research social, economic, cultural, demographic, health care, gender, political, urban and environmental issues occurring in the United States-Mexican border region. * To identify and analyze phenomena that prevents the border region from achieving its full integration into the national development and a stable relation with the United States. * To foster the highest academic standards and intellectual rigor, among its professionals and researchers * To turn these studies into tools that can be used in planning and policy development COLEF’s headquarters are located in Tijuana; in addition it has branches in Monterrey, Ciudad Juarez, Mexicali, Nogales, Piedras Negras, Nuevo Laredo and Matamoros.       The World Capital Institute (WCI) is an independent international Think-tank whose purpose is to further human understanding into the value dynamics of the planet as an artificial and natural system. A proprietary taxonomy of capital accounts known as Capital System© aims at capturing such dynamics. This involves all significant human affairs, including cultural, social, economic and environmental ones. WCI ultimate aim is to generate resources that might help cities, regions and countries further their own knowledge based development potentials. The World Capital Institute organizes the Knowledge Cities Summit on an annual basis in collaboration with a consortium of both a permanent (for all summits) and a one-time (for a particular summit) group of partners. The first Knowledge Cities World Summit was held in Monterrey, Mexico in 2007.       The World Capital Institute is the umbrella organization and sponsor of the Most Admired Knowledge City Awards, better known as MAKCi Awards (pronounced maxi). MAKCi is a Teleos (MAKE Awards) and WCI joint initiative that seeks to identify and recognize the progress achieved by urban communities around the world implementing knowledge-based strategies for development. The MAKCi exercise integrates a Delphi Technique of consultation on-line with a number of knowledge-based criteria drawn from state-of-the-art R&D on knowledge-based development (KBD). Those criteria are the basis for an invited panel of experts (KBD practitioners, scholars and public officers from around the world) that are convened to analyze, discuss and reach consensus on which urban communities are engaging in formal and systematic development processes under the flag of Knowledge Cities.
