Lori Bays
Beth is a true institutional entrepreneur. She navigates government systems with a keen eye on improving performance through data and innovation. This is not merely lip service, but a deep in the weeds understanding of how to identify the heartbeat of public services and to bring it to the surface where it can be most efficiently and effectively understood and used. Beth is a master project manager and was the driving force behind getting the Salt Lake County MetroStat Dashboard and MetroStat Impact Meetings program up and running on time and on budget. Beth takes a truth to power approach and the administrators who are lucky enough to have Beth on their team reap the benefits of that honesty and forthright determination to get things done and get them done right. She is a relentlessly hard worker and a true gem to be around. Her energy is contagious and her drive is enviable!

Beth Mitchell is someone to rely on when things need to get done well, fast, and with only a sketch of a plan. I have seen her create amazing and effective events, strategies, and systems with little more than her smarts, determination and zeal for excellence. Beth is 100% in for democracy - for bringing government closer to the people, for making our work accountable to the taxpayer, and for uplifting the extraordinary role government plays in the betterment of our communities. She has brought energy, personal commitment, creativity, and caring to her work at Salt Lake County. She can be counted on to tell it like it is in a way that moves projects and people forward. That is not an easy balance, and Beth does it with grace, humor and an eye on the prize. And believe me, it is a keen eye - focused on detail as well as a clear vision for how things can, and must, be better.

As the Director of Performance & Innovation and head of the Office of Innovation, Data, and Engagement, my primary responsibility was to manage the strategy and implementation of the County's efforts to improve internal performance and to demonstrate the value of County government to the public. As part of this larger endeavor to invest taxpayer dollars in “what works,” I created our first public dashboard and laid the critical groundwork for performance-based budgeting through an overhaul of our yearly budget process that now requires outcomes, indicators, and corresponding data sets for each of our 50+ divisions. My other passion is advancing projects that live at the intersection of data and technology, most of which have the common goal of uncovering insights that help government create policies to better address injustice, inequity, and poverty.
