On the DHS Infrastructure Services Support (ISS) contract, the responsibilities of the Subject Matter Expert (SME) II is primarily responsible for providing support to the client with regards to quality assurance surveillance. Having intimate knowledge of the contract allows for quick and efficient responses readied to fulfill the client’s requests. SME II monitors and analyzes performance metrics and recommends the reported metrics and provides the client with insight to the service level agreements and key performance metrics use to measure the vendor performance; assist with drafting or modifying service level agreements. Additionally, tasks includes reviewing contract deliverables and recommending approval or disapproval, monitoring processes and procedures and creating standard operating procedures for the client. SME II also coordinates and facilitates meetings. • Collaborate with the client to document and re-engineer the business processes and procedures. • Monitor client contract performances and vendor service level agreement for each task order. • Generate briefing presentations for organizational distribution. • Perform independent verification and validation of SharePoint sites for deliverable repository and found on average 5% of portal not current. • Initiate review of the Quality Assurance Surveillance Plan and is currently. • Perform quality assurance surveillance on approximately twenty vendor contract deliverables that are due on a quarterly and annually basis. • Integrated peer review as second layer of quality assurance that improved deliverable quality by 3%. • Use MS Project to create and manage and monitor team activities. • Draft schedule for vendor contract deliverable review process and present to CORs for review and approval. • Develop contract deliverable review Standard Operating Procedure and flow chart after performing gap analysis of the process.
