Negotiates international banking agreements and manages financial accounts in accordance with established agreements. Meets and interacts with financial officers of member countries to efficiently handle funds and to resolve issues. Analyzes investment options and prepares recommendations to the Governing Board which optimize the return on investment within acceptable ranges of risk. Develops plans and forecasts cash requirements to ensure adequate cash resources are available in the proper accounts and locations to meet STCU needs. Supervises operation of the accounting system for project, supplemental, and administrative accounts and track the flow of funds. Plans, organizes, and carries out annual budgeting in support of technical and scientific research projects being carried out in recipient countries. Coordinates the development of audit guidelines and instructions for the inspection of the STCU operational program systems. Coordinates audit schedules and monitors audit reports. Provides financial reports to the Boards of Governors on project awards, administrative costs, and other expenditures, and issues the annual financial statements for the STCU. These projects covered many areas including healthcare, customs and border control, weapon decommissioning, scientific innovation, transport, SME's, financial services. • Played an integral part in the build up of a new finance function handling the € 150 m EU programme in the Former Soviet Union through training and motivation of staff, rapid assimilation and understanding of the role, very effective communication with non finance staff. • Efficiently managed the procurement, tendering and contracting of all services, supplies and works having established a thorough understanding of public finance requirements and EU systems and procedures in a new function with minimal guidance from Brussels. • Maintained control of all projects under my responsibility (auditing and assessment assignments) within budget and timeframes.
