Energy Regulation Anthony assessed and advised the Western Australian Minister for Energy on industry compliance measures and performance. His role included evaluating regulatory audit reports and providing guidance on regulatory reforms to ensure energy service safety and reliability without imposing unduly onerous constraints on market participants. He also wrote numerous Regulatory Impact Statements, including a Preliminary Impact Statement that is now used as a best practice model for government agencies in Western Australia. In addition to this, he developed and provided drafting instructions on numerous legislative instruments, including Acts and regulations. Merger Integration Project Anthony undertook energy market modelling to establish a wholesale market pricing mechanisms in Western Australia, while ensuring the ongoing commercial viability of the State’s largest electricity corporation. He subsequently co-authored a report on the financial benefits stemming from the merger of Synergy and Verve Energy (Western two largest State-owned energy corporations). Merger Implementation Project Anthony was involved in the project management of the merger of Western Australia’s $3 billion State-owned electricity corporations. Anthony’s role included managing stakeholder communications, implementing legislative amendments and overseeing the internal restructure of the corporations. Anthony received formal recognition from the Director General, Department of Finance and a departmental award for his role in ensuring the merger was delivered on time and under budget. Ministerial Council Coordinator Anthony oversaw around 15 departmental officers in providing timely advice on national energy policy matters. This role included chairing meetings with senior departmental officials to ensure they had the background knowledge to advise Western Australia’s Energy and Resources Ministers on how to constructively influence national energy policy initiatives.
