Established and directed the strategy, policy, planning and functional proponency for current and future Command, Control, Communications and Computers (C4) and Information Technology (IT) support for peacetime, crisis, contingencies and war on behalf of the Army Vice Chief of Staff (VCSA) and Chief of Staff (CSA). •Led the portfolio analysis, rationalization and investment strategy for the Army’s annual $11B C4IT programs. •Led the architectural development Task Force for the Secretary of Army’s Information Technology Management Reform initiative (ITMR) for the CIO/G6. The TF was tasked to identify $1.5B worth of savings. •Developed the first Network Baseline Architecture for the Network Integration Evaluations (NIE). The architecture gave industry and Program managers the technical guidance required to develop products for the Army. It also reduced interoperability test and integration. •Supported the Army Data Center Consolidation Plan (ADCCP) team’s architecture requirements. The ADCCP will consolidate data centers for the Army. •Synchronized and supported the CIO/G-6’s Network 2020 Campaign Plan and Army’s modernization efforts; LandWarNet Capability Sets. The efforts set the stage for the Army to achieve hundreds of millions of dollars in efficiencies; an objective set by both the Secretary of the Army and Secretary of Defense. •Led team that developed Army architectures in support of the Joint Information Environment (JIE) •Led a study to determine how the Army would deploy its portion of the Future Mission Network (FMN). It will allow quicker test, certification and deployment of software. • Developed the Army’s first architecture in support of the Army’s Chemical Biological Radiological Nuclear Explosive (CBRNE) Consequence Management Force (CCMRF) units. Architecture gave the organizations validated requirements for which to request Army equipment. A capability never had before. Provided the organization problem solving skills and met all goals on time and under budget. • Ensured the network met all security measures. • Managed an integrated team responsible for executing approvals to operate information systems on the network in a specific security mode, verifying that an information system complied with security requirements and confirmed residual risks were within acceptable limits. • Directed and executed an architecture budget in excess of $30 million dollars to provide architectural support across the Army. • Established an automated Quality Assurance program for architectures.   Led the operations and maintenance of the Army Reserve Network (ARNETII); the Army Reserve’s integrated Enterprise Information Technology (IT) architecture in direct support of the Army Reserve units. •Managed the USARC $43M Data Center and $120M budget for force of 205,000 personnel on behalf of the G2/6. •Directly orchestrated the Deputy Chief of Staff G2/6 strategic vision through leadership and management of an enterprise information system which provided services via a wide area network to approximately 205,000 personnel in over 1000 locations. •Provided excellent customer service to all 205,000 personnel. •Developed and published comprehensive strategic and business plans and tracked and measured progress to attain planned goals. •Guided the nation-wide network refresh of over $50M worth of equipment to more than 900 locations. •Implemented the organization’s 24/7 Network Operations Center (NOC) from the ground up. •Managed the USARC’s over 170 MILCON projects to ensure they included the proper communications packages. 100% completed to standards. •Built effective relationships with key Army and DOD partners.
