Jail Commander

I held the rank of Lieutenant and was assigned as the Jail Commander to oversee the Corrections Division of the Tillamook County Sheriff’s Office. I handled personnel issues; commanded a staff of 20 deputies and civilian staff, oversaw contractors, contracts and budgets, as well as grants and facilities management for the entire Sheriff’s Office. Additionally, I remained on call for both the Major Crimes Team where I conducted in depth investigations, handled most of the Public Information Officer duties, and all of the Office’s social media accounts such as Facebook, Instagram, Twitter, and You Tube. I was 4th in command overall of the Sheriff’s Office and was expected to be able to step in and run the entire Sheriff's Office in the absence of the Sheriff, Chief Deputy, and Administration Lieutenant. I was assigned to the Tillamook County Detective Unit in the Criminal Division. I was selected by the administration to work under the auspices of the Domestic Violence Grant to investigate cases of domestic violence, train deputies and assist in the investigation of domestic violence, and follow up on cases of suspected domestic violence. I also worked closely with the child abuse investigator and am cross trained in CAMI investigations. Additionally, I worked all major crime investigations as assigned and assisted with narcotic drug operations on the Tillamook Narcotic Task Force (TNT). I conducted internal and administrative investigations and new employee background investigations. I located and managed one small grant for bullet proof vests and assisted in the management of the domestic violence grant as well as working on the Office’s social media and part time Public Information Officer. I was assigned to the Felony Theft Unit working financial crimes, ID theft, check fraud, credit card fraud, and high tech / computer crimes. I maintained working relationships with allied local, state and federal agencies, as well as private corporations. I conducted citizen training and financial crime awareness courses. I was a founding member and assigned to the Fresno Area Cyber Crimes Task Force which is a multi jurisdictional task force made up of Federal, State, and local law enforcement officers. We were cross deputized as federal agents and our focus was the investigation of, but not limited to, computer crimes and identity theft, to include matters of national security, child pornography and exploitation, computer intrusion, fraud, and other duties as assigned. I provided computer forensic expertise and field investigations to the task force. First Aid Training Coordinator I was chosen by the Sheriff to be responsible for training and maintaining all department members CPR and First Aid certifications. SWAT I was selected to serve as 5th man on entry team and as the team paramedic. I maintained medical files on all team members, conducted tactical rescues and provided medical treatment on tactical scenes. I made arrests, maintained call out status, and stored / cared for the medical equipment. Patrol Paramedic I established (as a pilot program) the first patrol paramedic program as a separate medical entity in the NORCAL EMS System. I responded to rural medical aid calls as available, wrote medical reports, and maintained equipment, drugs, and skills.
