SCIRT was an unprecedented and virtual model of organisation, based on an Alliance Agreement between national and local government and five civil engineering contractors, requiring collaboration between these former competitors. With reporting requirements to New Zealand Transport Agency, Canterbury Earthquake Recovery Authority and Christchurch City Council, and an interrelated schedule of over 700 projects to repair and rebuild Christchurch’s massively damaged horizontal infrastructure, the scale of the communication and engagement needs were also complex and unprecedented.
