The network will give service providers, faith communities, local governments, and anyone working to prevent and end homelessness the ability to access housing and resources across the geographical borders of homeless response systems. The THDSN will also allow Texas’ statewide homelessness data to be analyzed in real-time for the first time which has significant advantages in terms of research and strategic planning that may impact policy change at the state level.

Through the Texas Department of Housing and Community Affairs (TDHCA), Texas Homeless Network was chosen as a recipient to receive and oversee approximately $962,045 in Community Services Block Grant CARES Act State Discretionary (CSBG-CV-D) funds. The CSBG-CV-D funds are used exclusively to reduce poverty, revitalize low-income communities, and to empower low-income families to become self-sufficient. Some key activities of this role include: • Launched the TX BoS CoC Barriers Fund Program within the first 90 days of employment. • Developed policies and procedures to govern access to and use of Community Service Block Grant funds with partner agencies, as established in TX BoS CoC Barriers Fund Program Service Agreements. • Identified, nurtured, and developed partnerships with service providers across 215 of Texas’ 254 counties. • Conducted in-depth and objective quarterly monitoring visits and monthly desk reviews of Community Service Block Grant subrecipient agencies to ascertain compliance with both federal and state program requirements.
