The plant has an air cooled condenser and a 500 KV switchyard.The total site team was composed of 125 professional staff with administrative support for safely executing this combined cycle Project in northern Las Vegas area. I lead bid/award efforts for all Sub-contracted for HRSG erection, structural steel installation, and Gas Turbine erection. We inspected and monitored progress of all subcontracted work to a successful completion that met the schedule without any significant safety incident. The Combined Cycle Power Plant contains GE’ s 9FA ++ gas turbines (gas/oil fired), each combined with one horizontal flow, three pressure Hitachi-Babcock HRSG. The plant included ( 4) 250,000 barrel oil storage tanks and associated truck unloading and transfer pump stations. The overall Plant capital expenditure will amount to almost USD $2 billion.As Construction Manager I was managing the work for EGAT for all construction activities providing leadership in managing the project including leading all meetings, performing field supervision and monitoring of the EPC Contractors work as well as EGAT’s own force account work, resolved engineering/design and procurement problems and conflicts, interfaced with HQ engineering to coordinate design and material/equipment issues, negotiated change orders, performed full planning and scheduling services using Primavera Planning program to determine critical paths, and provided leadership at the overall Site Coordination and other construction Meetings with Owner and Contractors. My staff consisted of 10 expatriate supervisors/engineers and 68 local staff. I was totally responsible for monitoring and managing work site activities being performed by ABB, the EPC Contractor for the Owner. The project involved construction of (6) modules of gas turbines, ABB model 13E2, each with natural circulation dual pressure HRSG units, and two HP/LP steam turbine sets, along with 6 km of offshore cooling water outflow/intake pipes, and other associated support facilities such as water treatment plant, fuel oil storage tanks, gas / oil pipelines, electro-chlorination unit, black start diesel generator, 275 kV switchyard, and gas receiving/pressure reducing station. Early during the Project, provided consulting services to the Owner for managing the EPC Contract, leading project progress meetings, input to Environmental Impact Analysis, preparing and present Project presentation, coordinated design review, providing engineering and construction schedules input and assisted the Owner in resolution of all Project design/procurement issues and problems. During construction, provided Site Management with a joint expat/local Owner staff team which was responsible to assure the quality of the construction work, and the compliance of the Projects Design documents as well as, monitoring work progress and quality. These grassroots projects shared the same site, which was located on the east coast of Malaysia. The projects included, in addition to the main process site, a port storage facility with product/feedstock storage of 365,000 barrel capacity; a marine loading pier facility capable of handling 40,000 DWT tankers; and the associated interconnecting pipelines (total corridor length of 15 km) between all three sites. Overall project value was about USD $400 million. As Site Engineering Mgr I was responsible for all site engineering activities, including review and evaluation of design drawings and specifications, resolving engineering/design conflicts at site, managing the field quality control program for Stone & Webster, supervision of subcontracted work using local staff, contract administration, monitoring of project schedules, and document control. Later half way into the Project I moved to Construction Manager position where I was overall responsible for monitoring the EPC Contractor operations for the owner and implementing Safety measures and system to improve safety culture at this site, assured the quality of the work was maintained complying with Codes and design, lead all Project meetings, had direct interface with owner and Project Management to resolve Project issues and disputes. Responsibilities included all supervision and monitoring of construction to assure compliance with design, preparation of construction Procedures and tracking progress / monitoring schedule using Key Performance Indicators and Primavera Planner, and enforcing the Safety Program of the Project and assuring that all Project personnel are well trained in hazards recognition and in safe practices while working in this operating plant. Safety was promoted as the No1 Priority. I had direct overall interface with ARAMCO (Project Managers) personnel for resolving all Project issues. The services to ARAMCO also included design work for these two Projects and my duties included interface with Stone & Webster Engineering Managers to assure the design work was integrated with construction and supported all site activities. The Project consisted of a gas processing plant with feed capacities of 250 MMSCFD non-associated offshore gas and 32 MMSCFD associated gas, including dewpoint control, glycol regeneration, acid removal, and LPG units, as well as propane, butane, and LPG export terminal site with four double-walled insulated refrigerated storage tanks of 30,000 M³ capacity each. Pipeline work included construction of a coated 36-inch steel sales gas and two 8-inch liquid propane/butane lines from the GPP to the ET with associated gas distribution systems. Included all off shore platforms and piping to the remote terminal hook up. My duties included handling all design and engineering issues at site, prepare RFI and design change documents as necessary, contract administration, perform supplemental design of process systems as needed, and document control. Resolved engineering issues at site, and conducted inspection of construction work being performed by EPC Contractor. Reviewed lift plans Assignment duration included the complete construction phase of the project from site preparation through startup activities and commissioning. During final months of assignment, responsibilities were increased to those of Site Construction Manager to finalize the construction of this facility. Show less
