Work under the direction of the District General Manager, Assistant General Manager-Administration and Assistant General Manager-Engineering, conducting policy, legislative, and regulatory analysis. Represent District to State and Federal agencies and Industry. Assist with USBR WaterSMART, ARRA, Economic Development Administration, State Prop 84, Prop 1E and Prop 1 grants administration. Analyze and report on legislative proposals potentially impacting agency funding, operations and liabilities. Respond to citizen inquiries regarding their property assessments. Previously staffed District's land lease, insurance, capital projects, and air pollution (dust, diesel and Indirect Source Review) compliance programs, trained construction managers on interpretation and field application of Federal, State & Local regulations pertaining to storm water pollution prevention and assisted with organizing and teaching seminars to public and private sector workers. Inspected, consulted on, and pursued enforcement action against public and private construction projects. Staffed Inyo County’s Federally-funded oversight program supporting research and public education on the potential impacts of the proposed Yucca Mtn Spent Nuclear Fuel Repository on the County’s geologic, groundwater, transportation and socioeconomic resources. Coordinated with USGS, U.S. Dept of Energy and National Park Service to complete multi-million dollar deep-drilling research projects. Developed and administered program budgets, workplans and contracts. Analyzed proposed legislation and shepherded projects through NEPA, CEQA and BLM permitting programs. Presented County’s concerns to numerous public agencies and private citizens, including testimony before USDOE and the Congressional Nuclear Waste Technical Review Board.
