This review included a structured examination of the licensee's arrangements, nuclear processes, the safety management system, organisational design, training needs and general compliance and consistency of the IMS to give due priority to safety in its broadest sense.Provided Subject Matter Expertise for the Integrated Management Systems Improvement Project at BAE Systems Barrow, authoring Policies, reviewing Operational Frameworks, Top Level Arrangement and Process documents.Provided and authored a number of reviews of nuclear significant activities at the BAE Systems Barrow submarine manufacturing Licenced Site. The project identified that a saving of several £billion could be made from the NDA estimate of £11bn, should the innovative processes be realised.Fuel Route Systems Consultant to the Calder Hall and Chapelcross Fuel Route Transition Programme, value circa £30m;Safety Case Management Consultant to the new SSN Berthing Facility at HMNB Clyde (project value circa £130m), providing advice on the production of modern standard safety cases and reviewing safety case documentation.Safety Case Coordination Manager seconded to 9 Dock Trident Refit Facility Safety Case Project, Devonport Management Limited, Plymouth UK, managing the co-ordination of the Facility Safety Case and DART plant safety cases. Overall one of the largest and most complex safety cases being produced in the UK at that time, total cost in excess of £10 million. Also managed the interface between the Facility Safety Case and the representatives and assessors of two Nuclear Regulators; Nuclear Installations Inspectorate and the Chairman Naval Nuclear Regulatory Panel.

      Andrew has 16 years’ experience of Nuclear Utilities in a variety of projects and roles which included:-British Energy Generation Core Business Improvement Group: seconded to the Deputy Chairman British Energy, Dr Robin Jeffrey, to assist in the identification, facilitation and delivery of annual savings in BEG’s cost base of in excess of £300 million per annum. During the secondment, was instrumental in the identification and delivery of multi-million pound savings in the fuel manufacture, procurement and utilization of AGR nuclear fuel. Other improvements in the core business of BEG also included the re-structuring of the AGR station organization to reduce staff levels, standardization of organizational structures and carrying out cost base comparisons to identify individual Site's commercial best practices that could be adopted at other sites.
