The Commission was a newly established regulator, formed by the amalgamation of two bodies. It needed to establish a profile amongst key audiences and to draw together the staff of the two former regulators. We established our credibility by focussing on some key issues; raising awaremness of our codes, guidance and research; and raising the profile of our decisions on complaints about TV and radio programmes.
