I am the key contact for staff for privacy and security issues, including rules regarding Personally Identifiable Information, HIPAA, and IRS rules regarding Federal Tax Information, including Publication 1075. I train staff on privacy and security rules, and assist in designing business processes in light of those rules. I also draft BAAs and other data use agreements. I am also responsible for ensuring that the Health Connector offers a robust administrative appeals process for members of its programs. I advise internal staff on how to operationalize notice requirements, an informal dispute resolution process, and a hearings process. I also train and our team of independent hearing officers. I also have experiencing in drafting regulations, including related to the Health Connector's Student Health Insurance Program, and I continue to advise the Health Connector on legal matters related to that program, including its role in conducting a fair and rigorous procurement for student health insurance for the commonwealth's public schools of higher education. I also assist ad hoc dispute resolution, as needed. In general, I am deeply integrated with the business, and have an intimate understanding of business processes ranging from technical, system-related functions to everyday operations, which allows me to give tailored, useful legal advice.
