      Energy Efficiency Promotion While working at Greenlight Energy Professionals, Mr. Kolly helped consult private businesses in energy efficiency and green building retrofitting. He promoted the use of efficient lighting, energy upgrade financing, and building management systems. Mr. Kolly has conducted energy audits and assessments, developed energy improvement plans, and presented energy efficiency business development options to a variety of business stakeholders. His master’s thesis focused on the development of an energy efficiency tool to aid building engineers and property managers wade through the constantly-changing efficiency industry. Statistical Energy Modeling and Analysis Mr. Kolly has helped clients pursue and implement energy efficiency and sustainability efforts using energy modeling and auditing. These solutions helped clients reduce their overall energy consumption, as well as reduce their carbon footprint. Based on predictive modeling that accounts for rising energy costs and on-going energy consumption monitoring, Mr. Kolly was able to show the many economic and social benefits to clients. While working on his graduate degree, he gained tremendous experience in statistical reasoning and data analysis pertaining to energy reduction and conservation.       Community Economic Development Mr. Kolly supported policy efforts for the Community Economic Development (CED) grant program, including the Healthy Food Financing Initiative (HFFI) by serving as a consultant to the Department of Health and Human Services (HHS). This work established new construction investments in communities that had a history of strategic disinvestment. Mr. Kolly oversaw progammatic standards and ensured profitability, sustainability, and efficiency metrics were met and maintained throughout the projects. He focused on business development and hiring practices to provide low-income individuals and communities with opportunities for growth and wealth. While serving as a consultant from ICF, International, Mr. Kolly built solid relationships with a variety of government agencies, NGOs, and Community Development Corporations (CDCs) thourghout the country. He provided technical assistance on a variety of issues including budget revisions, Inspector General Audits, and compliance visit deficiencies. Public Policy Administration Mr. Kolly has worked with a variety of public agencies including the Department of Health and Human Services (HHS), Department of Housing and Urban Development (HUD), and Department of Agriculture (USDA). He has managed multiple Federal grants as a Program Specialist and helped establish policy options for new and existing Federal initiatives, such as the Healthy Food Financing Initiative and the Assets for Independence program. The former was a collaboration among HHS, USDA, and the U.S. Treasury designed to eliminate food deserts in low-income communities. The latter was a savings program for low-income individuals, which was managed by the Administration for Children and Families. Through his work with these programs, Mr. Kolly provided technical assistance to grantees, helped establish program performance metrics, and authored annual reports to Congress on program efficiency.
