I have known Amourlaye Toure since 2006, when I worked with him in Cote d'Ivoire while I was with Human Rights Watch. At the time, I researched and wrote the HRW report "My Heart is Cut," and interfaced with Mr. Toure in his capacity as president of MIDH. I found his leadership in that position most impressive, as well as his ability to motivate his team, to oversee a complex process of explosive research and advocacy in a dangerous and militarized situation, and to maintain ethnic and political neutrality in an organization which stood out for its balanced perspective - especially in contrast to many other NGOs which fell prey to politicking and ethnic divisions. Mr. Toure's courageous work in the face of great danger (his predecessor faced so many threats that he fled into exile) cemented MIDH's position as one of if not the best NGO in Cote d'Ivoire at the time. Mr. Toure is deeply knowledgeable about human rights in Africa generally and West Africa in particular, erudite generally about the risks and abuses associated with elections and how to monitor them effectively, thoughtful, analytical, and a gifted writer and public speaker. I believe him to be passionately committed to human rights, social justice, and women's empowerment, and to possess rare leadership abilities.
