Negotiated with Greek government during debt criss to prevent default. Negotiated and closed an agreement for the U.S. to build an oil pipeline for the U.S. Navy Base in Crete.

In charge of $780 million program to fight drug production and trafficking. Successfully negotiated a bilateral aviation agreement with Colombia which reduced drug shipments by air to the United States. Launched an inventory management and replacement program for the Department of State helicopter and airplane fleet, preventing disruptions to anti-drug programs in Latin America and Pakistan.
