      Mrs. Garcia-Abner was instrumental in the development of the general contracting standards, which were implemented by the agency. She has negotiated terms and conditions for contracts valued over $60 million. She directed and coordinated contract negotiation and administration activities for the Department of Procurement and Contracts/Bureau of Contract Administration. Mrs. Garcia-Abner supervised and directed employees engaged in the negotiation, preparation, and administration of a variety of procurement contracts, including professional services and construction contracts totaling over $85 billion, over a five-year period. She reviewed solicitation documents, bids and contract documents to ensure conformance to specifications, established purchasing policies and applicable federal, state and city ordinances. Mrs. Garcia-Abner represented the Chicago Public Schools in various meetings, conferences, seminars, and community forums regarding purchasing and conducted training sessions with staff and other departments as necessary. She managed the oversight of the preparation of various status and activity reports, assisted in the development standardization various documents currently utilized in the Department of Procurement and Contracts; and assisted in the development of policies and procedures, which resulted in expeditious methods, which ensured that the needs of the Chicago Public Schools were met.
