Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management. Conducts research and analysis of organizational trends including review of reports and metrics from the organization’s human resource information system (HRIS) or talent management system. Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management. An employee in this classification is responsible for such functions that include but are not limited to supervising and planning department-wide personnel administration activities by serving as the Department Personnel Representative; budgeting to ensure departmental position control; managing Departmental personnel records to include confidential documents such as those related to Family and Medical Leave Act issues and the Department’s employee files; interpreting and administering collective bargaining contracts and agreements; and analyzing labor management disputes and recommending corrective courses of action to facilitate grievances, payroll provisions and other contractual stipulations. The incumbent exercises considerable independent judgment in application of the principles of personnel management, business administration and labor relations to the effective performance of assigned responsibilities and resolution of complex personnel administration problems for a growing County Department with more than 100 employees, along with additional temporary and seasonal personnel, with a 7 day a week operation. The Department’s programs and services have grown dramatically, now including employees involved in grant and program administration, arts education and outreach activities, art in public places and capital projects implementation, and the management and programming of four performing arts facilities: the African Heritage Cultural Arts Center; the Joseph Caleb Auditorium; Miami-Dade County Auditorium; and the South Miami-Dade Cultural Arts Center.
