I am currently seconded to advise on contract management aspects of the bid process for the SPECTRE 2020 (Special and Technical Services (SPaTs) replacement Framework Contract. It was my responsibility to assure contractual governance and best practice by overhauling the change control process to ensure compliance with the framework contract, collaborating with the Contract Security team to enhance understanding of contract terms and conditions, and aligning internal governance processes with the terms of the framework contract. I am responsible for the overall management of the CORE Central Government Programme under the SPaTs Framework Contract (Highways England & Department for Transport), and ensure team capability and performance by assessing project delivery teams’ capabilities, including identification of skill gaps and training needs, procuring contract management training for project department, and providing mentoring to the project team on turning around failing projects and client relationship management. Effective relationships based on trust and co-operation with key stakeholders are clearly crucial, and I ensure that these are maintained through reviewing the Collaborative Performance Review reporting system, and facilitating meetings on several challenging projects on behalf of members of the delivery team.

In this role, it was my responsibility to mitigate commercial and reputational losses across several high-priority, politically sensitive projects. Perhaps most importantly, this involved building a relationship of trust and co-operation with the client in order to foster open communication and collaboration, as well as directing the 50-person site team and subcontract companies, and co-ordinating concurrent, high-security projects. In operational terms, I successfully recruited and formed a new cross-disciplinary project team, liaising with agencies to secure new talent, interview candidates and approve contracts. In a similar vein, I procured new sub-contractors and sourced cost-effective materials in accordance with company policies, as well as implementing correct commercial control mechanisms, forecast budgets and agreed expenditure in conjunction with the commercial resource and project team. I also ensured that resources across the programme were effectively deployed, using Primavera and MSP planning tools. Finally I oversaw close monitoring of works, costs and SHEQ, and presented progress to Bilfinger and client directors. I also made extensive use of contract management software (CEMAR) to improve administration of NEC3 contracts on site.

I held full accountability for the management of an £11M portfolio of commercial development projects, including ILW (Interim Level Waste) Nuclear storage facility and Magnox Harwell Atomic Energy Research Establishment (NEC3 OPT A Design & Build). This included leading the project team and external concrete, roofing, steelwork, crane, electrical and mechanical subcontractors. Following Phase 1 of the project, I mitigated losses of over £850K and supported the negotiation of a £750K claim, to address losses that had been caused by inflation and mis-tendered work packages. Similarly, I overhauled existing processes, managed change and corrected the administration of contractual terms. I oversaw the delivery of the building and civil elements of Phase II whilst planning for EC&I, commissioning and hand-over processes. Operationally, I planned and co-ordinated construction in collaboration with the Site Manager, Direct Labour and Planning Resources, and liaised closely with the Health & Safety and Quality Assurance departments to ensure site safety and compliance.

This role involved the management and delivery of the NEC3 ECC Option E Reimbursable Project with Highways England, constructing a slip-formed concrete safety barrier and drainage systems covering 13.4 miles / 21.6 km. It involved working closely with surveyors and QS to monitor scope, schedule, resources, budgets and stakeholders, as well as identifying opportunities to streamline procedures and reduce expenditure. It was crucial to maintain close links with main contractor Balfour Beatty and the client, and I presented bi-weekly updates to evidence progress, justify decision-making, and ensure compliance with legislation. It was also part of my role to prepare project documentation, such as specifications, drawings, contract and subcontract paperwork, and I was responsible for ensuring that any issues were resolved rapidly resolved issues, and that risk arising through changing circumstances and client expectations was managed.
