      Analyzed Houston bail reform policies as researcher on court-ordered monitorship team. Found removing cash bail for most misdemeanors and lowering bond schedules generally decreased both recidivism rates and jail populations. Findings were highlighted in three biannual reports to a federal judge. Created the first nationwide database tracking the scope and success of police reform legislation after 2020 protests. Found most enacted reforms did not challenge police authority in setting arrest, use of force, or disciplining standards.
