    • IT Independent Consultant/Advisor
      • Jul 2018 - Present
    • IT Director, MHI Disaster Recovery (DR)
      • Nov 2017 - Jun 2018

Before corporate restructuring caused some unfortunate layoffs, I built many of Molina’s IT processes and practices from the ground up and was rewarded with multiple promotions. I saw the company grow from a limited number of employees to what it is today, and I’d like to think I had a hand in it! In this role, I had two direct reports and 20 indirect reports accountable for ensuring a solid DR environment supporting the business’ most important functions. I created the department’s vision and roadmap including work plans for storage, network, exchange, and telephony technology layers. Testing was a large component of this role; we consistently exceeded all client expectations related to RTOs, RPOs, and functional objectives. Show less

    • IT Director, Molina Medicaid Solutions (MMS) Infrastructure Services
      • Aug 2012 - Oct 2017

This role also had a DR and business continuity focus as I worked closely with clients in five states and the U.S. Virgin Islands to ensure their needs were met. I managed SLAs, implemented systems, and conducted all DR activities such as testing, documentation, trainings, and audits. Risk management was an important component of this role, to which end I completed DR readiness studies to develop accurate roadmaps with mitigation timelines and resource requirements. Another critical facet of this role was vendor relations. I created RFPs, evaluated candidates, selected vendors offering the best value, and maintained open lines of communication. Show less

    • IT Director / IT Manager Network Operations Center (NOC), Ops & Enterprise Monitoring
      • Jan 2008 - Jul 2012

This was a transformational role where I built the NOC from scratch to provide monitoring, incident management, and technical support of IT processes and infrastructure. I developed standards, best practices, and core technology guidelines around key infrastructure processes to ensure high availability and alignment with business objectives. I defined SDLC processes, designed a CMDB dashboard web application, and developed and implemented IS practices for incident management, change management, and problem management. My efforts resulted in a 60%+ increase in the mean time to restore services and a 30% reduction in system-related-event ticket generation. Show less

    • Architect, Infrastructure / Transaction Services
      • Oct 2004 - Dec 2007

As a Transaction Services Architect, I supervised a 25-member onshore development group and an 8-member offshore operations team. As an Infrastructure Architect, I coordinated activities with 15 System Engineers while overseeing the operations of a converged IP network and administrating both a data center and a 300-server farm. Using Agile, my team rapidly developed high-quality applications to support business functions and processed 1M+ HIPAA X12 and proprietary EDI transactions daily. My work improved EDI transaction system reliability and uptime from 80% to 99.95% by implementing new high-availability server architecture and reduced telephony costs by $1.4M across 35 sites by designing and implementing VOIP phone system and call center. Through the use of information technology, I supported several corporations of various sizes in the execution of their business mission and goals. Specifically, my role was in the development and implementation of strong proposals focused on optimizing the companies’ corporate infrastructures, as well as on largely improving efficiencies in areas encompassing management productivity, customer services, and general operations. Consequently, my consultation efforts successfully aided these corporations in increasing revenue and reducing costs. Over a 7 year period with CorpInfo, I led various large scale projects to implement Windows 2003 Active Directory for companies like Molina Healthcare Inc., Los Angeles Times, and the Metropolitan Water District. As part of leading an internal project for CorpInfo Services, I served as the Project Manager and Development Leader in the architectural design and implementations of Windows 2000 Active Directory. My various external projects include the architectural evaluation in conjunction with Microsoft Consultant Services on the pre-implementation of Exchange for Paul, Hastings, Janofsky & Walker LLP., as well as the development and implementation of Exchange and the automated deployment of Outlook on 2,000 desktops for O’Melveny & Myers LLP.. Additionally, my work was comprised of network assessment, design, and implementation of ATM Network for 500 nodes to Color by Deluxe, and the successful deployment and Pilot Roll out of Windows NT Workstation for Hughes Space and Communication Company. In this role, I was responsible for building and leading Banca Serfrin’s complex technology infrastructure in order to enable the company’s vision of a secure, fast-paced, and diversified business operation. After a regulatory review that nearly closed the agency, I restructured the IT Department and implemented procedure changes at Banca Serfin. The agency then received a “more than satisfactory” audit from regulators as a result of these advancements. Furthermore, I established fundamental data communication with the Agency’s Head Office and was responsible for the development and implementation of the Agency’s computer system. I created and implemented the Agency’s first Disaster Recovery Plan for data processing in compliance with the California State Banking Department and the Federal Reserve Bank regulations. Additionally, I designed, developed, and implemented the Payment Order System for the Agency's extension office to electronically transmit operational instruction and payments to 600 branches in Mexico.
