Often, as a financial lead in the Interior Communications (IC) program, insight and analysis is solicited for solutions to other budget and funding issues for other programs under the IC umbrella. The day to day functions of a financial lead includes preparing and maintaining budgets for multiple IVCS projects and funding execution for multiple field activities. As part of the AMOD planning process, development of Task Planning Sheets (TPS) is required to prepare for system engineering and IVCS hardware procurement, and then finally for the system integration / installation services for the CGs, DDGs, and LPDs. Part of this process requires a development of Cost-Benefit Analysis (CBA) and Ship Change Directive (SCD), and the financial lead is involved in developing these documents. Creating and updating various reports falls to the financial lead as well, such as generating monthly expenditure reports to various leadership points in SSC LANT and maintaining other various financial reports for tracking funding documents and their costs – government labor, travel, other direct costs, and service center fees for contract execution and obligation. This also entails maintaining the IVCS Financial and Contractual Planning Workbook throughout the year, applying updates to reflect planned and received funding and IVCS contract actions. This process is imperative in financial tracking and reporting / presenting financial information to the IPT monthly. Semi-annually, it is required that the Participating Acquisition Resource Manager (PARM) develops a presentation to update Naval Sea Systems Command (NAVSEA) officials of the current IVCS projects, including the status of current funding lines and documents and Government Furnished Equipment (GFE).
