      Oversee all aspects of the capital project management office and is responsible for managing and executing capital projects ensuring that all projects are completed within budget, schedule and scope. Projects include new construction, renovations, design and development, capital replacement and preventative maintenance. • Develop, directs and responsible for all capital management operations and capital strategic planning. • Provide overall oversight during the pre-planning, pre-design and pre-construction phases of all capital projects. • Develop and manage all aspects of the Capital Project Management Office which includes capital and operating budgets as well as annual operating plan and projections. • Extensive knowledge with all project delivery methods (Design-Build, GC/CM and Design-Bid-Build) with selecting and implementing the correct delivery method that best suits the specific capital project. • Serve as primary contact between the design teams, construction teams, trade partners, vendors and internal teams during all project phases. • Develop and issue Requests for Qualifications (RFQ) and/or Requests for Proposals (RFP). • Review proposals and assist with ranking according to established RFP/RFQ criteria and provide notice to proceed to the awarded design and/or construction teams and notice to non-awarded teams. • Responsible for budget reduction, scope reduction and value management. • Develop and prepare conceptual budgets, timelines and critical path scheduling for projects as applicable and appropriate. • Reviews, recommends, develops and maintains contract language and standards governing the activities of general contractors, design teams, trade partners and vendors to promote best practices. • Evaluate, manage and recognize contract and project risks. • Review and process construction payment applications and change order requests.
